Town Hall - Legislation

Target Zero Town Hall will help you find all the UK and EU legislation, key guidelines and policy documents that you may need to make your zero carbon buildings a reality. As usual we will update the links and information regularly, so make sure that you call back regularly.

The Government has recently confirmed that, for dwellings, the definition of zero carbon will be that the target for energy reduction by the use of energy efficiency and Low and Zero Carbon technologies will be set at 70% of regulated emissions. The remaining regulated plus unregulated energy use will be dealt with by the use of allowable solutions.

Although the definition of zero carbon for non-domestic buildings is still to be finalised, the direction of travel is clear and, via Part L of the building Regulations, a roadmap of targets will be put in place to provide certainty to the construction industry to enable them to develop solutions to meet future low and zero carbon targets.

Within Target Zero, the most cost effective methods for reducing operational carbon emissions are presented on the basis of reductions of 25%, 44%, 70%, 100% regulated (Building Emissions Rate, BER, = 0) and achieving true zero carbon which coincide with the expected targets for non-domestic buildings going forward.
